Toronto, ON — The City of Toronto officially launched the Road Disruption Activity Reporting System (RoDARS), a digital platform developed with Transnomis Solutions, transforming how Toronto manages and communicates road disruptions from construction, maintenance, events, and more.
RoDARS, powered by Transnomis’ Permit Central and Municipal511 solutions, modernizes Toronto’s road disruption coordination process. It provides an online road disruption booking system to utility companies, contractors, and city officials. Applicants can easily pay fees online and receive feedbacks or approvals from staff efficiently. The platform provides real-time, context-sensitive information for each application and displays other nearby scheduled disruptions, allowing applicants to proactively avoid conflicts and minimize cumulative impacts on traffic. All approved disruptions are displayed live on an interactive public map, ensuring transparency and enabling effective planning for everyone involved.

In October 2024, Toronto launched RoDARS as a pilot program to support its 2024 Congestion Plan, a comprehensive systems-based strategy to manage and reduce traffic gridlock. This initiative addresses challenges such as record population growth, rising vehicle registrations, and unprecedented construction activity.

City staff now have access to powerful planning and decision-making tools. Seamlessly integrated with Toronto’s Intelligent Transportation System (ITS Central), RoDARS gives Toronto staff a comprehensive view of potential impacts, showing exactly which lanes, sidewalks, or transit routes may be affected. This level of detail supports more informed decisions and enhances proactive communication with stakeholders.
RoDARS also helps the city’s staff eliminate redundancies in the process and prevents staff from inundating themselves in managing large amounts of permits.
Approved road disruptions are displayed in City’s Road Restriction Map and fed into Waze instantly.

A standout feature of RoDARS is its commitment to transparency. Every approved disruption is accompanied by a QR code displayed at the site. Residents and inspectors can simply scan the code to instantly access critical details about the activity, including its duration and affected area.
